it has strengthened the management responsibilities of river basin management organizations and local governments

as well as water conservancy

ecological environment and other relevant departments

especially in solving the problems of system and mechanism

and combining river basin management with regional management. However

with the revision of relevant national laws and regulations

the continuous deepening of requirements for river and lake governance and management by the Ministry of Water Resources

and the replacement of key tasks for basin governance and management

it is urgent to promote the revision of the Regulations. Considering that the Taihu Basin has developed economy

dense population

high value of waterfront space development

and difficult and demanding river related construction project management

relevant system research is carried out from the perspective of strengthening river related construction project management to provide reference for the revision of the Regulations.
